all outdooractive maps is possible to download only once - please see the terms of use for outdooractive maps in Locus store: "any repeated download of the same package is subject of another purchase". However do you have your old phone, please? You can move your purchased map from old device to the new one.
You can find outdooractive maps in folder Locus/maps/outdooractive. Please copy all *.sqlitedb files from this folder to the same folder in your new phone.
