you probably wanted to say, that you wants these maps in Locus right? Because mentioned map is from gov.pl site, I'm more then sure, that:
1) there will be really strict rules for reusing of such data in commercial app
2) such maps should be available over WMS service. If so, you may simply add them to Locus as WMS source. This information should be available somewhere on a web map portal.
Feel free to ask, if there will be any question.
