Really download map only by data connection but NOT WiFi?

I tried to download OSM vector map from inside Locus Free (on Android 4.4.2) with enabled WiFi connection but disabled mobile data connection.
In this scenario Locus (Free) refuses to download the map.
It seems to me that an Internet connection through WiFi is not sufficient for downloads.
Can this be true?
This would be disappointing.
Only after enabling mobile data connection Locus performed the map download

what exactly mean that Locus refuses to download the map? Can you see any error message?
I'd like to note that Locus does not handle your network connection and it doesn't limit your wi-fi connection.

I purchased the pro version and can't download maps nor log in in WiFi only mode. This is very disappointing. I just obtain an error code 11303.

this error means that there Google Play services can not access your google account. Please check the following discussion and described steps:
