Is there any reason, why this bluetooth chest belt does not work with locus?

hmm no good reason for this. Are you trying to connect it in Locus over BT Manager > Heart rate monitor (BT 4.0)? If so, what happen and what you see?

In my bt-manager is nothing like "Heart rate monitor (BT 4.0)". See my screenshots. What can be wrong?

Ah you not wrote what device and Android system you have.

Anyway mentioned HRM adapter has requirements "Bluetooth® Smart Ready Geräte ab Android 4.3", so I expect it require new BT 4.0 LE specification. Your device probably do not support it, that is why Locus do not offer these options.

Were you able to use this HRM monitor in any other app on your device? Just to be sure I'm correct. Thanks

I have a Samsung S4 with android 4.2.2, so it shouldn't work at all, BUT the runtustic app works well. See the attached screenshots.

Maybe, runtustic app has a special trick to connect to their device.

Hmm it may be only possible with some special library. I remember that there were something like this even before, Android 4.3 was published. It was made by Samsung and worked only on Samsung devices. Because runtastic has support of such devices as primary function, it is possible they used this library.

Unfortunately I have to say, that for Locus it is too much extra work for non-primary function, so sorry, I cannot help here. As I see, there should already be an update for your device to Android 4.4, so if you do not worry about it, I suggest to update to latest available Android version.
