Separating of Displaying Online Maps and Downloading Maps

Some maps providers block locus (now OSM) because of heavy resources usage.
Primary function of application is to display maps not to download them.
I think, it will be better to use different user agents to identify application, one for online maps rendering and other for downloading of offline maps, to prevent whole application to be banned from services.
