Hi Dave,
it depends on the kind of map you are using:
- raster maps (i.e. downloaded from online) - you can resize whole map, not just texts - Settings > Maps > Advanced > Increase map resolution
- vector maps (i.e. Asamm LoMaps downloaded from Locus Store or OpenAndroMaps) - you can resize the texts in the map - Settings > Maps > Offline maps > Text size
