as gynta wrote the best solution (if you need offline map for whole Turkey) is Locus Map downloaded from Locus Store: http://docs.locusmap.eu/doku.php?id=manual:maps:get_vector_maps

I'm not sure if you have any special requirements because the mountains but you can use map offline.
