Why my 3G is being turned on, when I`m starting Locus?
Answered
Every time I`m starting Locus, my 3G connection is turning on. It is turned off before starting Locus. Is it normal behavior or did I change some setting somewhere and I didn`t realize that?
he, interesting ... Locus have no permissions to do this! So it have to be some system problem. Only idea I have, is that Locus (Google Analytics API) probably send some statistics to it`s server. Anyway it`s still probably problem of your ROM if on request enable data connection, if you have it disabled.

I haven`t encountered that behavior. Just some rambling ideas fwiw:
One thing of course - GPS will automatically start, depending on settings/global/turn-on-during-start. That`s different I know, but just mentioning that it is something else which can occur automatically during start.
There is a linked program GPS Status. GPS status has settings / GPS & Sensors / Auto-Download AGPS if older than (1 hour... 1day... Never). Perhaps set it to never to see if it stops your problem?
Lastly in Locus /Settings / Navigation is "auto-recalculate" option. Perhaps see if unchecking this makes a difference.
I`m probably way off base, just some ideas to try fwiw
