Zooming of LoMaps in offline mode limited

Samsung Galaxy TAB A (2016) Android 8.1.0
I use all my maps (raster and vector) only in offline mode (brouter). Raster maps still run well but lomaps only can be used from vector level 12 - 22. Level 0-11 now needs connection to internet. All maps are stored on SD card Locus maps app is stored on tablet. What is wrong?

please check app Menu > Settings > Maps > Offline maps > Pre-load global map. Don't you have here selected any online map that is used as global world map for these first zoom levels?

thanks for christmas special support. open topo map is selected. level 0 - 11 still needs network access. In offline mode 'connection failed'....

Hello Dieter,
when you have selected online map (Open Topo) as an alternative world map, you have to expect that internet connection is needed for this.
Disable this "world map" to use only vector maps.
