Using a voucher for payment and activation on multiple devices (with and without Google Play)

Good day, please advise. Google Play on 2 phones, not on the tablet (Huawei). There is a discount for the first year (previously bought version 3).
Questions:
1. Can the discount be taken into account when purchasing a voucher?
2. Can the voucher be activated on several (three) devices?

the discount is associated with your Locus account, which you used when you logged in to Locus Store in Locus Map Classic. The discount only applies to Premium subscriptions, not to vouchers. So, please do the following:
1) subscribe to Premium on any device with Google services and use the LM Classic account - you'll get the discounted "Exclusive" subscription automatically
2) log into Locus Map 4 on other devices, including the Google-free tablet, using the same Locus account
