is there a method (URL) to only show popular but not completed/ not declined topics?

When popular topics (i.e sorted by the # votes) are displayed they include topics that are already completed or declined. Is there a way to display only topics that are collecting votes or planned? Thank you.

Hmm maybe just filter ideas and choose "collecting votes" or "planned" in top
